Status: Resolved.

If You are using Windows 7 ane IE 9 your title bar may be blank if you are using Windows Basic setting.

Follow the following steps to fix this issue.

Go to Desktop right Click on the desk top, Click on Persanalize.

Click on Windows classic under Basic and High contrast Themes.

Close this window.

open Internet explorer.
