Follow my tutorial for Adobe Photoshop 7 below and make semi transparent background the color of your choice:

Go to File >> New.

Select a 2X2 pixel transparent background.

Select the view size to maximum.

Set the foreground color to the color that you want.

Change pixel color

using the paintbrush tool change foreground color of the top-left and bottom-right pixel.

Select 'save for Web' from the File Menu.

Make sure that the transparency checkbox is checked.

Click OK.
